There is still too much stuff in this root directory for me.....
For all I know, perhaps we could merge developer_options.txt and md5buildignore.txt: make CI support the lexicon of developer_options.txt or make ssp support md5buildignore.txt.
for delete.txt, this change would require ssp to support a whitelisted file retention model: a new manifest file indicating which files should not be deleted, and retaining the files in the manifest file and updates.txt when deleting files.
This would allow ghost authors to delete as many files as they like without editing delete.txt.
